BDK Electronics Co., Ltd. (which predecessor’s Beijing TV Equipment Factory, hereinafter referred to as ‘BDK’), which was founded in 1971, is a subsidiary of Beijing Electronics Holding Co., Ltd. (BEHC). It’s both a long-standing integrated electronic information technology service provider highly recognized by users in the fields of electronic system engineering and special purpose vehicle modification, and a state-owned high-tech enterprise under the authorization of Beijing Municipal State-Owned Assets Supervision and Administration Commission.

After over 40 years of development, the company has completed its deployment in our major industries of electronic system integration service, special purpose vehicle service, new electronic information technology industry and cultural and creative industry park, and expanded its businesses to systematic, advanced and ideal solutions and services for safe city, intelligent building, security and protection engineering, special purpose vehicle modification, on-board system integration, cable TV network products and engineering. Its scope of business covers public security, transportation, military, emergency response, TV station, higher institution, real estate and many other industries. The company has accomplished several national key engineering projects and Beijing-Tianjin-Hebei Province key engineering projects, and carried out business operations at home and abroad. In possession of numerous national patent technologies, software copyrights and various qualifications, the company set a lot of special purpose vehicle related records, and many of its engineering projects received bureau and municipal level innovation awards, which were highly praised by governments at different levels as well as enterprise users in different circles.

1. Industrial upgrading driven by scientific innovation, which facilitates the ‘integrated development of Beijing, Tianjin and Hebei province’

1.1 Technical innovation

Technical innovation is both the soul for business development and source for a business to maintain its vigor and vitality. BDK has established its Technical Innovation Center, which can help the company to train more high-tech talents in innovation practices, deliver more technical innovation results, build a multi-level and multi-channel open technical innovation system by means of industry-university-institute cooperation, establishment of industry alliance and technological achievement transformation platform service, integrate industry chain, adjust strategic thinking, accelerate transformation of innovation results and industrial upgrading, continuously give new impetus to BDK’s development, and develop new business growth poles. 

BDK’s Technical Innovation Center has been recognized as ‘municipal enterprise technical innovation center’ by Beijing Municipal Commission of Economy and Information Technology in 2017, and it has conducted joint laboratory and technical strategic alliance related works with Communication University of China, Beijing University of Chemical Technology, Sinosoft and many other higher institutions and research institutes in consideration of needs of different industries. It will continue to increase its investments in scientific researches, and be committed to creation and transformation of innovation results. BDK is currently in possession of over 20 national patents and software copyrights, and successfully applied those patents and copyrights to actual projects. Among which, the smart video analysis system used in monitoring system upgrading and renovation project of the Detention House of Dongsheng District, Public Security Bureau of Ordos, Inner Mongolia received 2016 Technology Innovation Award from China Radio & TV Equipment Industrial Association.

By setting excellent examples for the rest to follow, BDK has taken innovation projects and products as the foundation, vigorously promoted extension of business chain, supported and driven industrial development and upgrading, facilitated vertical development from product to business in the fields of electronic system integration service and special purpose vehicle service, and developed integrated, innovative and comprehensive solutions.

1.2 Electronic system integration service 

BDK has been conducting system design by largely using smart video analysis technology, visual management technology and video stitching technology, and carrying out unified control over process and quality of different procedures of information system engineering by means of modern engineering and project management mode to realize intersystem compatibility and optimize operating experience, which can greatly satisfy clients’ needs and provide rapid and highly efficient system operation and maintenance services. 

In recent years, BDK successively finished hundreds of large scale projects, such as monitoring system integration project for Astronaut Center of China, TV monitoring project for the Great Hall of the People, security system integration project for National Olympic Park, system integration project for Terminal 3 of Beijing Capital International Airport and its ancillary facilities, building intelligent project for Shijiazhuang Lerthai Center, ‘eye in the sky’ project of Daxing District, Beijing, safe city project of Hotan county, Sinkiang. The company also provided concrete support for technical protection and security works during the 60th anniversary of the People's Republic of China and APEC meetings. 

1.3 Special purpose vehicle service

As the first enterprise engaged in R&D and production of special purpose vehicles, BDK independently manufactured the first TV OB van, large police command vehicle and large radio detection vehicle in China. The company has been continuously introducing new products through continued innovation and investment, and its current scope of special purpose vehicle businesses covers radio/TV OB van, emergency communication/command vehicle, highway tunnel inspection vehicle, emergency water supply and purification vehicle, different mobile monitoring and analyzing vehicles, mobile hospital and etc. BDK is in possession of excellent system integration technologies, vehicle modification technologies with IIPRs and professional service guarantees, which allow it to be extensively recognized by the market. It has successively developed, designed and manufactured emergency water purifier and emergency support equipment vehicles for the country, operation and security related emergency command vehicles for Beijing Public Transport Corporation, radio/TV OB vans for CCTV, Beijing and most provinces and cities throughout the country as well as emergency command and communication vehicles for governments of Beijing, Tianjin, Shanghai and other areas. 

In particular, the large command vehicles of mobile emergency response platform designed and manufactured by BDK for Emergency Response Office of Tianjin Municipal People’s Government were the only emergency communication and support vehicles smoothly and rapidly deployed without failure during the whole dangerous good explosion incident in Binhai New Area, Tianjin. In the course of disaster relief and post-disaster reconstructions works, this vehicle not only run properly under atrocious weathers and complicated road conditions, but also showed large expansive space and rapid deployment ability. Meetings can be held in the carbine, vehicle positioning and preparations can be completed within 5 minutes after arrival at the site, and real-time image, audio and data transmission along with video conference and visual communication can be achieved through telecommunication approaches. During the dangerous good explosion incident in Binhai New Area, this vehicle not only gave full play to its functions of command, communication and emergency support, but also highly praised by leaders of Tianjin and clients for complete isolation of dangerous chemicals in external environment, which fully protected the safety of rescuers. 

1.4 Cultural and creative industry park

To meet the country’s ‘four centers positioning of the capital city’ and strategic position of ‘integration of Beijing, Tianjin and Hebei province’, adapt to the new normal and strive for new development, BDK has finished relocation of its special purpose vehicle production site to Zhang Township of Shunyi District, and built the old workshop in Dongcheng District, Beijing into the second largest cultural and creative industry park in the district through demolition and renovation. The brand new ‘No. 107’ BDK creative industry park does not only serve as a key achievement for relief of non-capital functions of Beijing, but also reflect BDK’s application of modern technologies in security monitoring industry and smart park construction. It has created a modern landmark hutong originality factory in Dongcheng District that takes development of cultural and creative industry as the core and integrates smart park, cultural creativity and profound artistic connotation. 

BDK ‘No. 107’Cultural and Creative Industry Park (hereinafter referred to as ‘No. 107 Park’) is situated on Dongsi North Avenue, Dongcheng District, Beijing, which’s one the long-standing culture preservation blocks in Beijing. The industry park, which covers a floor area of over 30,000m2, has attracted over 110 enterprises in cultural and creative industry, design industry and internet technology industry. It has also attracted several well-known incubators in well-targeted manner, which include TechTemple, New Dimension and Makers Park International. The park has been providing enterprises with more technical services and supports, and having different strategic cooperation with them based on the principles of sharing of market resources and complementarity of strengths, which allow it to create an ecosystem of multilateral benefits and all-win situation, drive consumption demand of surrounding economies of the park, and thus give impetus to the economic development of surrounding areas.

2. Continuous facilitation of system and mechanism innovation

After over four decades of development and under the historical background of changing era, enormous market change and severe competition, BDK has been staying true to its mission, persisting in developing national industry, and sticking to the innovation path of independent development and self-reliance. After abandoning ‘equalitarian practices’, Beijing TV Equipment Factory transformed into BDK Electronics Co., Ltd. by means of debt for equity swap, which allowed it to become a modern enterprise and build up sound modern enterprise system.BDK has developed the strategy of innovation-driven development for ‘the 13th Five-Year Plan’, which aims for further ‘changes’. It has carried out market-oriented changes, built a highly efficient strategic financial control mode and organizational structure of the group, repositioned and created a market and innovation-oriented corporate culture, and communicated the enterprise spirit of being enterprising and pursuing excellence. In terms of talent selection and technical innovation, the company introduced internal market-oriented operating mechanism, released constraints on supply side, motivated the initiatives of individuals, and built a top talent team characterized by high qualifications and high professional skills, and backed up by a great number of doctors, masters and senior engineers. 

3. ‘New state-owned enterprise’ with its ‘new mission’

BDK has been continuously expanding its main businesses since 1971. The transition from cable TV products at early stage to today’s four major business sectors has reflected its accelerated facilitation of supply-side reform, transition of economic development mode as well as continuous system and mechanism innovation. BDK has developed explicit industrial layout and strategic objectives in the ‘13^th Five-Year Plan’, which inherit the past and usher in the future.
